How do i get it through to my husband we need to move?

in the last 2 weeks we have had 2 new families move in on our block. this used to be a quiet neighborhood of retired military. however they are aging and passing away or going where its warmer. since these families have moved in, they walk down the street throwing gang signs, there was a jewelry box on the sidewalk with drugs in it, they hang out in the ditch making noise, walk across my yard, hang out on the corner drinking and cursing. graffiti has shown up on some street signs. all this in the last 2 weeks. its not only the kids, its the adults too! i knew as soon as they built the college nearby there was going to be trouble. but sheesh! it took 2 weeks! and at the beginning of the school year, there was a high speed chase that ended in front of my daughters elementary school. we had 2 bums pass out in our front yard, ambulance and all. my hubbies truck was broken into as well. and then with all the medical buildings going up, there are so many sirens going of now. i spent most of my life on a ranch. spent a couple of years in a crime ridden neighborhood. crack house acroos the street, had to walk thru 2 gang territories to get to school, had a 12 yr old street walker across the street, drivebys, and o.d.'s in our front yard. i hated it. loved the ranch tho. so serene. ive tried to find something close to town. with in 30 minutes of where hubby works, and he always finds the littlest reason to say no. im getting frustrated. im ready to pull out all my hair. how do i make my case? how do i get it thru to him? im perplexed??? this is also not a race issue. its all races. i just dont understand how 2 families can have this much of an impact?
