After Jump starting a car, my car voltage is weird, up and down.?

96 Blazer, 4.3 After jump staring a car my truck voltage is weird, it doesnt want to start in the mornings and after it starts and start running the voltage goes down to nine. Autozone tested the alternator and gave it a "Pass." Battery is good also.
